A warm welcome to all International Students. Here you will find information on the admissions process to KDU Penang.
KDU Penang population includes students from more than 64 countries. KDU students embrace a diverse environment that is rich in multi-cultures, languages and religions.
 



 
Registration/Before Arrival

STEP 1
i) Documents required for registration are:
  1. Completed KDU application form. DOWNLOAD INTERNATIONAL STUDENT APPLICATION FORM
  2. Completed KDU Accommodation form (if accommodation is required) DOWNLOAD ACCOMMODATION APPLICATION FORM 2016.
  3. 1 copy of passport – clear copies of ALL pages. Passport must have at least 18 months validity.
  4. Certified true copy of results/academic certificates & school leaving certificates (both Original language & English translated copy)
  5. Lab Report, X-ray Report & Yellow Fever Vaccination Certificate DOWNLOAD HEALTH EXAMINATION REPORT
  6. 4 passport-sized (3.5cm X 4.5cm) photographs with the white colour background.
  7. For student transfer from other Colleges, the student has to submit release letter, from the previous institution certified academic transcripts and attendance report from previous institution.
If the above documents are in a language other than English and Bahasa Malaysia, it MUST be translated to English and certified as true copies by the relevant authorities.
* Nigerian students are not allowed to take English course in Malaysia.
* No Objection Certificate (NOC) / Letter of Eligibility for Nigeria (only applicable to Sub-Saharan countries)
* Please apply 3 months BEFORE the intake dates.

ii) Payments required for registration:
  • RM800 Registration Fee and RM2,332 EMGS Fee (inclusive of 6% GST)
  • RM100 accommodation booking fee (if accommodation is required)
  • RM742 (inclusive of 6% GST) for second year student pass (only applicable to Indonesian and courses longer than a year)
  1. Booking fee is not refundable if you opt to stay on your own.
  2. Booking fee will be offset from the rental if you stay in our hostel.

International students who do not meet the minimum English entry requirement of KDU internal programmes (TOEFL /IELTS) are required to sit for the KDU English Entrance Test.

Requirements:
~ The computer or laptop’s support system must be Windows 7.
~ The internet browser must be Internet Explorer 11 and above.



STEP 2 
An acceptance letter will be issued after KDU has reviewed your application and payment.

STEP 3
KDU will submit your application to Education Malaysia Global Services (EMGS) in order to process the student pass. The process will take about 6 - 8 weeks*
* depends on processing time by EMGS.
* we may not be able to obtain a Student Pass for you on time if your application is received less than 8 weeks from the programme intake dates. We will assist in your Student Pass application but we will not be held liable for any change in policies by the Ministry of Education (MOE)/EMGS in regards to issuance of Student Pass.


STEP 4
Approval/Rejection of application:
  • If application is approved: KDU will inform the student and the student is required to pay the remaining fee in the first semester before Visa Approval Letter (VAL) is sent to the student.
  • If application is rejected: KDU will inform the student and administrative charge of RM250 will be imposed to the student. EMGS fee is not refundable.
Once Visa Approval Letter Obtained
STEP 1
Once you have obtained your Visa Approval Letter (VAL), kindly proceed to the nearest Malaysian Embassy to obtain Single Entry Visa with VAL and KDU Acceptance Letter.
However, you must bring your original VAL to enter Malaysia and you may need to produce it to the Malaysia Immigration at airport.

STEP 2
You must inform KDU of your arrival details at least one week before arrival date. KDU staff will assist you to get the immigration clearance at Penang airport. All students are advisable to arrive directly at Penang International Airport. RM848 (inclusive of 6% GST) is chargeable if flight transit at any other airport in Malaysia before arriving in Penang International Airport. Please click here for airport pick up request form.
Upon Arrival
STEP 1
You are required to report at Student Service Department (SSD) and your respective school within 3 days upon arrival.
Student Service Department will assist you to do medical screening.


STEP 2
Pay all the fees at Bursary Office.

Bursary Policy
All fees must be paid in full on or before commencement of each semester. There is a grace period of 14 days (including Saturdays, Sundays & public holidays) from the commencement of each semester for fees to be paid. A late payment penalty charge of RM10 per day will be imposed on all outstanding fees after the grace period. Students will be barred from college facilities, classes and examinations (Test, Mid-terms & Finals) from the fifth week of a semester, if fees remained unpaid.

Students who have outstanding fees will not be allowed to proceed on to the following semester of studies and may be terminated from their studies.

International Students pursuing Intensive English (IE) are required to pay 2 semesters of course fees upfront. The fees paid are NOT refundable. However, if student completed one level of IE and proceeds to a full-time academic programme with the College, the 2nd level's prepaid course fees shall be transferred to the said programme.


SSD will assist you to change currency.
STEP 3
To submit passport to SSD for endorsement of student pass. (Passport will be ready for collection within 3-6 weeks from the date of submission)


STEP 4
SSD will assist you to open a bank account after your student pass endorsed.

What are the steps I should follow to enroll in KDU University College Penang?

Does every international student need a student pass to study in Malaysia?
Yes, this is a mandatory requirement under the laws and regulations of the Government of Malaysia.

What is a student pass?
Student pass is a permission to remain in Malaysia for the purposes of study at an approved institution on an approved course.

What is the validity of a student pass?
The validity of student pass is maximum 12 months or if the course duration is less than 12 months the pass will be for the duration of the course.

Where can I apply for a student pass?
You can apply for a student pass through KDU University College Penang who will submit your application on your behalf to Education Malaysia Global Services (EMGS) for processing and approval.

Who is Education Malaysia Global Services (EMGS)?
EMGS is wholly owned subsidiary of the Ministry of Education of Malaysia (MOE) assisting the MOE in the implementation of policies relating to students and facilitating the process for issuing and tracking student passes.

Can I apply directly from EMGS?
No, you cannot apply directly from EMGS for a student pass. However, you may check the application status online through www.educationmalaysia.gov.my

When should I apply for the student pass?
You should apply for the student pass before your arrival in Malaysia or 2-3 months before your course commencement.

Can I convert my social pass into a student pass?
No, Immigration department does not allow the conversion from social pass to student pass.

Do I need to go through a medical examination before arriving in Malaysia?
Yes, you are required to do pre-medical examination at the panel clinic and submit the medical report together with laboratory and x-ray reports for the student pass application.

Do I need to do medical examination again after arriving in Malaysia?
Yes, it is mandatory to attend and complete the medical examination only at EMGS’s approved panel of clinics/ hospitals within seven (7) days from your date of entry into Malaysia.

If I do not attend a Malaysian medical examination what will be the consequences?
If you fail to attend a Malaysian medical examination within the stipulated timeline by EMGS, your student pass will not be issued.

Do I need an entry visa to Malaysia?
Yes, you are required to apply for Single Entry Visa (SEV) into Malaysia. Please apply at the nearest Malaysian Embassy/Mission as stated in the Visa Approval Letter (VAL).

What happens if I try to enter Malaysia without Visa Approval Letter (VAL) and Single Entry Visa (SEV)?
You will be denied entry into Malaysia and you will be directed to leave the country immediately on the next available flight.

What if I managed to enter the country under Social Pass/ Tourist Visa, and I wish to continue my studies in KDU College Penang?
You will have to leave the country once your social pass or tourist pass is expires. The student pass will only can apply after you leave Malaysia. There is no way Immigration will allow you to stay on in Malaysia or convert your Social Pass/ Tourist Visa to valid Student Pass and Visa.

How long will it take me to get a Visa Approval Letter (VAL)?
It should take about 2 months upon receipt of a complete application and payment. KDU will submit the application and payment on your behalf to EMGS. Once approved, we will send the VAL to your correspondence address as stated in the application form.

What should I do when I received VAL?
Once received the VAL, you are required to obtain a SEV. You are required to visit the Malaysian Embassy/Mission as stated in the VAL in your home country along with your offer letter from KDU College Penang, VAL issued by the Immigration Department of Malaysia and all other relevant documents and/forms duly completed and payment as required by the Malaysian Embassy/Mission for the application of SEV. Please note that the VAL have validity period. Thus, you are advised to check the validity of the VAL in the front page of the letter.

What should I do once I obtained the SEV?
Once obtained the SEV, you may proceed to make arrangement to enter Malaysia. You are required to inform us on your flight itinerary and send us the airport pick up request form. KDU representative shall receive you at the airport and help you to do clearance.

When do I get a student pass / sticker endorsed on to my passport?
This normally takes not more than thirty (30) working days, provided that all post entry requirements including the medical screening requirement are fulfilled by the student. You are required to submit your passport to International Office (IO) after medical screening.

When should I do medical screening and what is the process?
Upon arrival of the student, IO will set an appointment with panel clinic. Students are required to fill up the medical screening form which given by IO and submit to the clinic to proceed for further process. The examining doctor will request that you sign a consent letter prior to performance of a medical examination. You may sign the letter of undertaking at the same time of your visit or revisit the panel clinic at a later date in the event that the result of your medical screening indicates that you can only be certified as suitable to remain in Malaysia if you go through certain medical treatment at your own cost. Blood and urine specimens will be taken from you at the panel clinic. The examining doctor at the panel clinic shall assess and conclude whether or not you are suitable to remain in Malaysia based on Ministry of Education (MOE) criteria. In the event that you are conditionally certified as suitable to remain in Malaysia provided you are agreeable to bear your own medical cost for on-going medical treatment, you will be required to sign a letter of undertaking to be submitted to EMGS through the examining doctor. Failing which, your student pass may be cancelled as you will need to return to your home country to seek medical treatment.

How do you make an appeal in the event that you have failed the medical screening?
An appeal must be made at the panel clinic you have visited previously for medical screening within seven (7) days from the receipt of EMGS’s notification that you have failed your initial medical screening.

You may make an appeal by visiting the panel clinic and submit the duly completed Appeal Letter to the examining doctor. The examining doctor shall provide clarification as to the confirmatory test(s) required and all cost(s) relating to the appeal shall be borne by you, payable directly to the panel clinic. The panel clinic will submit the Appeal Letter duly endorsed to EMGS.

The result of the confirmatory test(s) will be sent directly to EMGS by the panel clinic and reviewed by the EMGS Appeal Committee. The decision of the Appeal Committee is final and there is no further right of appeal if you are unsuccessful. In the event that your appeal is unsuccessful, EMGS will proceed with the pass cancellation and you are required to go back to your home country.

 
What should I do?
A student who wish to continue to the next level of his/her studies will be categorized as progression. Progression only applies whenever he/she completed a level and progresses to another level. A student who is previously holding a student pass in Malaysia from the same college/other college and already completed their certificate/diploma/masters and progressing to another level will be categorized under Progression.

Do I need to cancel my current student pass?
Yes. You are required to cancel your current student pass and apply for a new student pass under new programme.

If I cancel my current student visa, how do I stay legally in Malaysia?
KDU University College Penang will proceed to apply a special pass for you.

Can I exit the country while my application is under progression?
No. You are not allowed to exit the country until the new student pass endorsed on your passport.

Do I need to do medical screening?
Yes. However, you are ONLY required to perform post medical screening which is required after the new student pass approved.

 
What should I do?

When should I renew my student pass?
A student pass renewal application must be submitted via SSD to EMGS no later than eight (8) weeks prior to the current pass expiry date.

What is the procedure for a student pass renewal?
You are required to submit your passport, passport photo, academic result and attendance to SSD two (2) months before the expiry date. Please make sure that the validity of your passport is more than twelve (12) months.

How long does it take to renew my student pass?
It should take 6 – 8 weeks upon receipt of a complete application and payment, provided all the requirements with regard to you are met within the stipulated timelines.
Why am I applying for a Special Pass?
Students need to apply for a Special Pass to extend the validity of their stay here in Malaysia, and to avoid illegally overstaying, which is a serious offense. The need to apply for a special pass may arise as on following situations:
  • Delay in the approval from Immigration (only for Progression, Variation and Renewal ONLY)
  • Delay of submission on their passports and other relevant documents to SSD. Submission that is less than 30 days will be charged for a special pass.
  • Delay in medical screening, which may delay the endorsement process
How can I cancel/shorten my student pass?
Student pass will be cancelled/shorten upon student request .You will need to surrender your original passport together with supporting documents to IO who will organize for your pass cancellation with the Immigration Department.

How long does it take to get my student pass cancelled/ shortened?

Can I work as part time while on a student pass?
All international students studying at public or private higher educational institutions are allowed to work part-time for a maximum of twenty (20) hours per week ONLY during semester breaks or holidays of more than seven (7) days.

How can I cancel/shorten my student pass?
Student pass will be cancelled/shorten upon student request .You will need to surrender your original passport together with supporting documents to IO who will organize for your pass cancellation with the Immigration Department.

Where can I work as part time?
You are only allowed to work at restaurants, petrol kiosks, mini markets and hotels as long as their student passes remain valid and with the prior approval of the Immigration Department.

International students are NOT permitted to work as cashiers. In addition, in the hotel sector, international students are NOT allowed to work as singers, masseurs, musicians or GROs. International students are not allowed to engage in any job or activity deemed to be immoral.

What are the procedures to work as part time?
Applications to work part time must be made through the educational institution at which the international students are enrolled. The international student needs to be present with the representative of the educational institution at the Immigration Department of Malaysia in order to submit an application for part time work.

 
How am I applying for internship?
You may apply internship through Student Placement Office.

Do I need to apply work permit for internship?
No, you can use the student pass for internship as long as the internship is compulsory in your programme syllabus.
When can I open a bank account?
Yes, once you get your student pass endorsed you can open a bank account.

What must be done if I get a new passport?
You would need to get your student pass transferred to the new passport. Bring along your old and new passport and submit to SSD for the transfer of your student pass from the old passport to new passport.

What is the validity of my student pass?
The validity of each student pass is twelve (12) months and then can be renewed according to the course duration based on the academic result and attendance. For Indonesian students, if the course duration longer than 12 months will be issued with a student pass in line with the duration of their course. Courses of 24 months and above will be issued with a 24 months student pass which can then be renewed after 24 months.
